A working meeting of the BRICS+ Association of Cities and Municipalities took place in Tehran with the participation of representatives from Russia, China, Brazil, India, Indonesia, South Africa, and Iran.
Participants discussed the final version of the Association’s founding documents, the work of its committees and candidates for their leadership.
At the meeting, Ilsur Metshin proposed creating an effective mechanism for the exchange of expertise and best practices in urban governance, which could help municipalities of the BRICS countries and their partners address the most pressing urban challenges-particularly through the implementation of modern high-tech solutions.
«In today’s fast-changing world, BRICS+ countries and cities face similar challenges. Despite our differences in cultures, religions, and climates, we deal with environmental issues, the need for sustainable resource use, and the safe and efficient implementation of technologies. I think everyone here can continue that list. Each of us has years of experience in solving specific urban problems and strong connections with experts and universities that support our efforts. Cooperation between municipalities of different countries is essential for improving the quality of life of our citizens», noted Ilsur Metshin during the session.
Welcoming remarks were also made by Sun Xueqing, Secretary General of the Chinese People’s Association for Friendship with Foreign Countries, and Bheke Stofile, President of the South African Local Government Association.
The Mayor of Tehran, Alireza Zakani, also delivered a welcoming speech to the guests. His participation and involvement highlighted the importance of the event.
The participants reviewed the final text of the Charter of the Association, work of the Committees. Official approval of candidates for heads of the committees will take place in Brazil during the General Assembly of the Association on May 26-28, as Brazil is set to host the next BRICS summit.
As an important incentive for municipalities, Ilsur Metshin proposed the establishment of an Urban City Award to be presented in five key areas of development: environmental, social, architectural, youth-focused, and digital. The award would also include a special personal nomination and a Grand Prix.
«The main goals of this Award are to recognize outstanding projects, encourage innovative approaches to solving urban problems, and strengthen cooperation between BRICS countries», said Ilsur Metshin.
It was proposed to form an award committee consisting of leading urbanists, architects, and officials at various levels. Applications will open soon and will be accepted until the end of 2025. The first award winners will be announced in 2026 at the International Architectural and Construction Forum «Kazanysh».
