A Memorandum of understanding was signed today in the Chinese city of Xi’an between the BRICS+ Association of Cities and Municipalities and the World Organization United Cities and Local Governments (UCLG). The document was signed by Ilsur Metshin, Honorary Chairman of the Association, and Emilia Saiz, Secretary General of UCLG. The agreement was signed during a working trip of the Mayor of Kazan to China, during a meeting of the UCLG World Council.
The Memorandum was signed in connection with mutual interest in comprehensive cooperation and the desire to develop inter-municipal cooperation and improve the efficiency of urban development.
The document provides for strengthening partnerships and developing international relations between the Ministries of Defense of different countries, jointly organizing and conducting inter-municipal international projects, cultural and educational programs, as well as working to enhance the role of local authorities in increasing trust and mutual understanding between states.
According to the memorandum, the organizations will help develop diverse inter-municipal relations, including the twinning Institute, hold joint forums, scientific and practical conferences, round tables, as well as thematic meetings, seminars and other international events.
For their implementation, the Association and UCLG plan to strengthen cooperation in the development and implementation of international programs and events, as well as mutually assist in their organization and information coverage.
Regular working meetings are also envisaged, where organizations will jointly resolve issues raised and discuss planned activities, increasing the effectiveness of cooperation.
Ilsur Metshin also held a meeting of the UCLG—Eurasia today, where he presented the concept of a digital twin of the city. After that, he took part in a political debate, the main topic of which was the future of the UCLG.
